Francisco has worked as an attorney in both the public and private sectors. In the public
sector, he served as legal advisor at the Ministry of Finance and later at the Environmental
Court of Valdivia. In the private sector, he worked at Rivadeneira, Colombara & Zegers,
served as environmental counsel at FX Legal, and practiced independently.
He has advised domestic and international companies by preparing legal reports,
representing them in environmental litigation and disputes with government agencies, as
well as supporting the environmental assessment of projects. In addition, he advises the
Chilean Mining Council (Consejo Minero A.G.) on public policy matters and has carried
out consulting projects for the United Nations Environment Programme (UNEP).

Francisco holds a Law Degree (LL.B.) from the Faculty of Law at the University of Chile,
where he also earned a Master’s in Law (LL.M.) with a specialization in Public Law. He
further obtained a Master’s in Public Policy from the University of Oxford, United
Kingdom.
He teaches in the Diploma Program in Law and the Environment at the Pontificia
Universidad Católica de Chile and has lectured in undergraduate courses on environmental
and administrative law at various universities.
Francisco is a fellow of the Konrad Adenauer Foundation and the Luksic Foundation.
